A shared commitment to sustainable and inclusive water governance
Blue Peace Central Asia (BPCA) is guided by the principle that shared water resources can serve as a foundation for regional cooperation, climate resilience and sustainable development. Rooted in inclusivity, trust and long-term partnership, the initiative promotes effective transboundary water governance through structured dialogue, joint action and institutional strengthening.
Implemented with the support of the Swiss Agency for Development and Cooperation (SDC), BPCA reflects Switzerland’s longstanding commitment to dialogue-based solutions and its global engagement in water diplomacy.
BPCA is guided by the following core principles:
Equity and mutual benefit: promoting fair access to and sustainable use of shared water resources, ensuring that benefits are balanced across countries, sectors, and communities.
Trust and transparency: encouraging confidence-building through open dialogue, inclusive decision-making and reliable data exchange among stakeholders.
Resilience and adaptability: supporting flexible and forward-looking approaches to water management that respond to environmental change and strengthen institutional capacities.
Integrated and cooperative governance: emphasizing water’s interconnectedness with energy, food, ecosystems and society, and fostering joint planning across sectors and levels.
Empowerment through education and inclusion: advancing regional expertise by supporting youth engagement, gender equality and academic cooperation, including the creation of new educational pathways in water diplomacy.
Translating principles into practice
BPCA’s approach is operationalized through three interlinked pillars:
1. Hydro-diplomacy (macro level): supporting regional policy dialogue, institutional platforms and cooperation processes that strengthen water governance frameworks.
2. Benefit-sharing (meso and micro levels): advancing basin-level cooperation through demonstration projects that showcase shared benefits and inform sustainable investment planning.
3. Capacity Building: developing a diverse and skilled community of water professionals and leaders through regional partnerships, training and knowledge exchange.
